Recreation and Parks Committee Meeting
14th December 2011
Present : Councillors H Brumpton-Surgey (Chairman), L Attewell, R Butler, C Chewings, I Shaw, Y Wilson and L Daws (from 7.20 pm).
In Attendance : Councillor J Bennett and P Walsh, the Assistant to the Clerk and 1 member of the Public.
The meeting was held in Studio 4 of Cotgrave Leisure Centre and started at 7 pm.
Declarations of Interest
166 Councillor Y Wilson declared a personal interest in agenda item 7b, Allotment Charges and Tenancy Rules. She did not take part in any of the discussion regarding the allotments.

Progress
168 M142 Madisson Park – Park Keeper
The Council have employed Mr S Prior as Park Keeper from 12th December for Madisson Park.
169 M144 Council’s Tractor
Council’s tractor needs a new clutch and has already cost £3,500 in repairs from April 2010. It had been decided to replace the tractor.
A TYM 431 tractor has been purchased from Mick Dutton Ltd
Council noted to thank Mick Dutton for the free loan of a tractor for several weeks.
170 M148 Madisson Park
Madisson Park is owned by Cotgrave Town Council and a suggestion has been made for considering that part of the field be used for a possible site for a boxing club.
171 M149 Christmas Lights Event
Councillor L Attewell reported that the Christmas Lights Event had been very well attended and enjoyed by all.
Santa’s Grotto had a long queue and the committee will consider ideas for future Christmas Events for reducing the queue quicker.
160 balloons were released for Mencap by Co-Op Chemist and so far 2 tickets have been returned.
172 M160 Community Giants
Community Giants will be attending Full Council Meeting on 1st February 2012 to give a presentation of the skills they offer to young people in ECO living, yurt building and bushcraft.
Mark Clifford of Positive Futures and Matthew Tricket of the Youth Service have also been invited to attend the meeting.

174 A question regarding who empties the dog bins was asked. Council’s Groundsman empties the bins and Rushcliffe Borough Council collect and dispose of the waste.
175 Rushcliffe Borough Council and Nottinghamshire County Council may offer future services, grass and hedge cutting and litter picking to local Council’s for consideration.
176 Council asked if all the CCTV cameras were now working. One camera was still not working and this is now being looked at.

Allotment Charges and Tenancy Agreements
192 Allotment charges for a full plot at Burhill for 2012 will be £27.67 and £13.83 for a half plot. This will be an increase of £2.55 for a full plot and £1.27 for a half plot.
193 Allotment charges for a full plot at Forest Close for 2012 will be £27.14.This will be an increase of £2.02 for the year.
194 The tenancy agreement has been updated for 2012.
195 Resolved : To accept the charges for the allotments and tenancy agreements for 2012.
Parish Paths
196 A diversion on Cotgrave Bridleway No.4 (SK66283653) has been agreed, the bridleway will now go around the perimeter of the farmyard, on a new headland path at the junction of Hollygate Lane and Stragglethorpe Lane.
197 The landowner will maintain this headland path and cut the grass twice a year.
Cotgrave’s New Village Signs
198 The five new village signs are to be installed from 16th December 2011 but the flower boxes will not be fitted until spring 2012.
199 Council discussed asking local businesses if they would consider sponsoring each of the flower boxes and have a sign made for each business that pays for the maintenance of the flower box.
200 Cost of signage and flowers to be sort and discussed.

201 Rushcliffe Borough Council
A council agenda for the ‘Local Development Framework – Draft Core Strategy’ has been received.
Councillor Butler explained the Local Draft Framework plan is in place for 26 years and highlights areas which can building permission granted.
Cotgrave has been given permission for the colliery site.

The latest issue of the Playing Field magazine was received.

205 A copy of the Christmas Office staff working offices has been given to all Councillors.
206 A bad weather plan is in place.
Councillors’ Reports
207 Councillor Brumpton-Surgey commented a red car has been driving around the Prioridge and causing a nuisance and littering.
This information will be passed on to the police.
208 Councillor Shaw reminded Councillors of the Carols around the Tree on the precinct on Friday 23rd December at 6.30pm.
209 Councillor Shaw asked council to consider resiting the War Memorial from the churchyard and on to the cross.
He has asked the Reverend Massey to find out if the Church would have an problems with the move and also asked John Ludlam of the Royal British Legion if they can help to find out if this would be possible.
2014 is the Centenary of the ‘Great War’ and some funding may be available to upgrade the war memorial.
210 Councillor Walsh thanked all Councillors and council staff for the cards and words of sympathy on his family bereavement.
There being no further business the meeting ended at 8.00pm.
